Might be because of volumetric, but it might be a bug. Check the armour thickness of that spot and compare it to the pen and TNT value of that shell
Hit right on the corner of the mantlet with turret armour behind it - if HESH is detonated by any armour then even a small gap behind it to another reasonable armour plate is sufficient to negate it.
Of course that requires enough armour to detonate it, and “over pressure” should still be modelled - with thin armour it doesn’t matter… somewhere there is a test of HESH vs thin armour - 10 and 14mm and the round just smashes through and explodes inside the vehicle utterly wrecking it!!
