Yes but it’s definitely not inferior and in need of a hero shooter mechanic.
It’s fine with having scout ability.
The thing that needs changes is the scout ability itself.
IMO, comparing premium vehicles with main TT vehicles often results in bad math.

I mean it doesn’t have to be premium. My point is that you cannot generally say that light tanks are worse.
IMO scouting should either get nerfed into the ground or be removed. Both solutions are effectively the same.
But way too many vehicles have scouting. For the longest time scouting was like a counter mechanic to hullbreak from which light tanks suffered but today a lot of LTs, especially from 8.0 - 10.0, are essentially just MBTs with scouting on top.

It’s basically a legit WH that’s absolutely broken for full squads.
You chose a premium and it happens to be OP compared to other vehicles at that BR.
Let’s look at the opposite. The Type 87 RCV (P) is quite weak. Sure it has STAB, but the 20mm cannon has terrible pen. It has weak armor and poor reverse. Sure it can “theoretically” go 100km/hr, but unless it’s on a flat road it will never get close to that.
Tanks like that need scouting.
It really hurst the gameplay. It makes people camp more since oftentimes the only thing you can do against scouting is to sit it out.
Ambushes, flanking maneuvers or infiltrating the enemy team becomes more of a gamble since success is determined by whether an enemy light tank happens to see you or not.
I understand your point. At first I think it is important to note that not all light tanks are equal, as you pointed out. (One reason why giving an entire class a mechanic to “balance” it is stupid").
But I would go as far to say that even a Type 87 doesn’t need scouting. It is an extremely situational vehicle; yes - it is very bad against armor but it trades that disadvantage for being very deadly against anything without armor.
I don’t know how good it is but even tanks like that can be balanced with the BR systems, I believe.
But I can’t really speak on the Type 87 specifically because I don’t have it. The closest thing to it that I have is the Xm800 and I must say, it deserves being without a chance against armor because of how much of a rat tank it is against anything without enough armor. I’d say that’s just an extreme trade-off.
I’m trying to spade it and it seems really bad.
haven’t used it against players yet, but it’s gotta be one of the worst I’ve used in assault.
The XM being tracked makes a huge difference on mobility.
And the difference in reverse speed is night-and-day.
Lot of other differences that the XM has advantages in.
An important point I want to elaborate on is that, from a gameplay perspective, Scouting really makes no sense.
It is often claimed that dedicated scout vehicles would add tactical depth to War Thunder. However, that is not the case, because:

If we are to have scout vehicles, they shouldn’t just possess scouting capabilities; they should also have a lower combat value compared to pure battle tanks that lack these scouting features.
Right now, we have so-called scout vehicles that are, in some cases, essentially just battle tanks with an added scout button. This does not make any sense, nor is it fair, especially towards medium tanks. -
Scouting does nothing to enhance tactical gameplay, since spotting enemies is already part of the players’ duties. Scouting simply makes that task easier; no actual tactical depth is gained.
why should scouting vehicles cost less? what other capabilities should the have? seems like you are arguing to buff them twice? by reducing their cost and increasing their capabilities. also the scout tanks aren’t “pure battle tanks” the usually have small guns or light armor or both. every time i read “it isn’t fair” i cringe. the tanks aren’t designed to be “fair” some are better at doing things. like scouting so the trade off is that they are lightly armored and armed compared to MBT’s.

[/quote] according to who and by what metric? i would say that it significantly increases the tactical game play. and spotting is the job of players who take light vehicles. i don’t see how the way we have it now makes it easier, easier compared to what? not having scouting? also scouting isn’t something that needs “tactical depth” all it is is our crew getting on the radio and saying “hey there’s a target over there” it doesn’t need to be a deep and complex system. i read your posts and didn’t see you make any actual constructive suggestions for a different method of scouting. just a nothing soup of a grandiloquent worded whine about why you hate scouting and that its annoying to you.
The Snail would never remove scouting for the simple fact it would piss off a lot of people, and the Snail can’t risk that right now as it would push away lots of players out of the game. also in reality most modern militaries have satellites, drones, and recon planes the can locate enemy vehicles to within a millimeter and relay its position to all air, ground and naval forces. so be thankful that it isn’t realistic, what we have is a simulacrum of what modern war is like. the whole “make war thunder realistic” meme/trope is restarted. IT’S👏A👏VIDEO👏GAME👏 its never gonna be realistic, want realism? join the military. is being scouted annoying? yes. do you need to get over it? yes!
