So, as I said earlier, Gaijin can make a change that surprises and delights all players, which is giving everyone 50% off. This can greatly motivate players and increase cash flow, because just a 30% off may not impress them, but 50% off can.

besides the “value discount” for the higher ammounts of GE

As @ron_23 said, GE’s never go on sale directly.
Having said that, if you purchase a store pack on sale, the GE’s that you get with a store pack are “discounted”. Especially during the 50% off sales. That doesn’t help you right now, but something to consider in the long run. The summer sale and anniversary sales will be 50% off store packs if you want to plan ahead of time.
One note, the store packs always go on sale AFTER the in game discounts for GE vehicles. So, you would want to save your GE’s for the next in game discounts on GE vehicles. For example, you could get one or more store packs at 50% discount during the summer sale and save those GE’s to use during the 50% in game vehicles for GE’s anniversary sale later in the year.
This requires patience and mental fortitude to wait, but if you want to min+max GE’s this is really the only way to purchase and use GE’s at a discount.
