As much as I’d love to see Montana-class BBs in-game, unfortunately, they cannot be added unless Gaijin changes the rules and adds paper ships in-game.

the russian ships where atleast laid down and had guns
its not like USS MONTANA is even needed tho since the IOWA second strongest ship in game
That’s not the definition; Paper means nothing was constructed nor laid down. IE Kremlin, UP41, Tillmans, etc

Given guns were made as was the powerplant, unfinished project but it’s in a very weird position to begin with since the made parts of it were repurposed for other ships.
There guns build specfically for them existed already so it like 0.5% completed, well the 127mm Mark 16 unfortunately, due to the fact the montana was cancle the guns that were made for the Montana class were slap on to other ships. There are shipyards and heavy machinery build specifically for the Montana are ready aswell.
The 16 inch gun existed that was suppose to be on the Montana aswell.
Maybe in the future when Russia gets 2x more powerful stuff than other nations.
except what else did they have there are no other ships they can get its over kill america already has the navy overall in game for toptier the only downside is there dreadnoughts are mediocre every where else overall there the best tree in game
yeah and the hull doesnt montana had less made for her than H39 or SOYUZ
this is like adding A150 super yamato cause she had a few breech blocks made
So yes it could be added according to the rules but I am just gonna ask the suggestion moderator for double checking. Since the A150 yamato got accepted by the moderator and pass to the dev already because a few of it guns build specifically for it exist.

Maybe the Sovetsky Soyuz (BIS). Kremlin is 100% impossible worse then the Montana it has literally only a few part existed for the AA existed but never built for the Kremlin.
The neat part is those guns could have just as easily been installed on the A140s; the elevators and turret rings were designed to be upgunned to 51cm twin turrets with minimal modification.
It never made it off the drafting table. It’s 100% a paper ship that was canceled before it was able to be constructed. It’s as real as the A-150.
I know this; project A140 - and subsequently A150 - is where my particular brand of autism™ decided it wanted to focus.
The design drafts were proposed and OK’d but no work outside of the test guns were actually put in as Japan was scrambling for carriers.
It is unlikely the guns would have been put to use even if the war had continued; The 46cms were at the limits of practicality and 51cms didn’t really offer much more ‘bang for your buck’ but this is merely speculation on my part based on the reasoning of other nations, thus don’t take this as actual fact.

that why they were planning to build on the same hull with some adjustment and tiny upgrade on the hull.

Not exactly; A150 was a rushed project. It’s possible it would simply be an upgunned Yamato with minor changes or just as likely to be something vastly different in the end like how Yamato started as a 35 to 45k ton displacement ship with 41cm guns and ballooned to 72k tons with 46cms by the time she was actually built.
But alas, more speculation that will never receive an answer.

Yeah, they will be enough. Montana is too strong compared to other nations except USSR, while its chance is also very scarce
Given the issue with warship development past what we have gotten to I think adding more projects is going to be only way forward, but only those with complete schematics and were at least being considered for construction or were in early phase.
Britain is in the same problem, where we have gotten too is for the most part what was built, but there are plenty of projects that never got off the ground thanks to treaty limitations.
Also if things like Soyuz can exist in game then other super capitals can surely be added.
