The new wiki article guidelines state that “Use of other people’s ideas, images, or text that constitutes the majority of the material or is used without attribution” is forbiden.
Does this include using parts of the old wiki texts ?

If you are converting a page to the new wiki format with minimal changes (a so-called “article transfer”), this is fine, but the article author and date will be changed to match the original’s upon publication (thus essentially attributing it).
If you are just using part of the text alongside your own contributions, it would be better to write it yourself in your own words, not least to better integrate it into your article.
Graphics and other similar material from the old wiki are usually fine to use as long as they have not become outdated.
