Patch notes reflect only key changes, meaning they may not include a complete list of all improvements made. Additionally, War Thunder is constantly being updated and some changes may not require an update. Changes reflected in patch notes are formed by taking reactions and requests of the community from the bug reporting service, forums and other official platforms into account. Bug fixes and changes are implemented in order of importance, for example a game-breaking bug will be worked on and implemented sooner.

Clearly the “Old Videocard Support” needs to be removed already.
If a card supports DX 12, it is fairly strong enough to not run the game at ULQ, and is instead abused for in-game advantage over other players…
some users, including me, regulary play this game at systems which need this mode otherwise would be unable to play the game, and that players abuse graphic “optimisation” will remain unless graphics will be fixed at a setting everyone plays at, probably the lowest setting at 30fps
If you have a 15 year old machine, that has been made obsolete and End of Life 10 years ago, you should not expect for it to play modern games at all. 15 years ago i was with an HD6950. Most games would not even start on it, or will play at sub-30 fps on 1080p, even on lowest settings. Catering for this player base is fine, but at some point it becomes just too much.
Not to mention, that the specific report and bug fix are clearly related to people abusing the ULQ.
This and having options such as “Grass in gunsight” that are toggle-able are giving way too much advantage and have to be made uniform for everyone.
I already did that https://community.gaijin.net/issues/p/warthunder/i/pFSboNmuIFt1
Personally I’m hoping they just make it a T.12, so it can have Enhanced Paveway II and Paveway IV GPS bombs, and a better targeting pod like the equivalent GR.9 would have.
Right now it looks like a T.12, and walks like a T.12. Just needs to start quacking like a T.12 as well.
