in what you want from a missile carrier, the UDES is better than the Pvrbv, and the Pvrbv offers nothing over the UDES, it is a straight downgrade:

Appearance: UDES is smaller

Armor: negligible on both, free standing gunner
so I propose to:
move Pvrb to Rank V, Group UDES under Pvrb (both 8.3)
- that will leave the players the choice of either going for the just a bit better missile carrier, or continue down the line to the next different missile carrier (Pbv 302 (BILL))
