Well I’ll be damned though locking the Tu-95M behind an event is a pretty terrible idea, dunno why they didn’t just use the 95MS for example especially compared to the B-52H which is a much much more modern aircraft

Tu-95MS only carries cruise missiles. It’s not equipped to drop free-fall bombs.
Tu-22M3 is the only remaining conventional strategic bomber Russia has, and that would mean the US would be using B-1B in order to have an analogue
Tu-95M entered service ~1958 and B-52H entered service in 1961. But the B-52H configuration ingame with EVS blisters under the nose, came about in a mid-1970s upgrade.
B-52s were painted all-over grey ~1988 and the tail gun was removed from 1991-1993. So the ingame one is from around the late 1980s, which was about the time Tu-95M was finally retired

I wonder why they developed FAB-9000 when FAB-5000NG was thing. That is, assuming the TNT equivalent for TGA-16 is correct.
yeah I do find it hard to believe they would make a larger, heavier bomb only ot give it inferior filler that makes it less potent than existing bombs. My only guess would be it was a cost-saving measure.
I don’t want to believe that there would be any fundamental price difference. Especially when we consider that there was no need to produce so many specialized bombs. And I’m not talking about the problems with delivering this bomb to the target.
This is false. The bomb was designed to pierce through the heavy, industrial structure/reinforced building and level it. Technically, it’s an armor-piercing bunker buster bomb, and the function of the FAB-9000 is somewhat identical to Tallboy/Grand Slam as a product of Soviet strategic-bombing doctrine, more or less.
The FAB-9000 as a FAB (and not BrAB is not armour-piercing, something that can be seen by its ratio of filler to its total mass as well as the thin, fragile casing that would not hold up to impact.
