Stupid question, but isn’t this made by BAE Systems? You know? British Aerospace Systems. So wouldn’t this be a Great Britain vehicle? Why is it being suggested for Sweden?

Because its made from Specifically BAE Systems, Bofors the Swedish part, thats the simplest explenation. Since Bofors is still located in sweden and has the closest ties to sweden

Swedish engineers, Swedish sub-companies to BAE, everything about it is Swedish, just like the CV90.

Battle ratings are strange, considering it is a single 40mm truck (without radar?). Proxy fuze shells are nice though, considering we’ve already got the WZ305 at 8.0 with proxy fuze shells and M247 with radar and proxy fuze at 9.0 I’d guess this would fit nicely around 8.0-8.7

It is mostly caused by the APFDS, which I think this vehicle should receive as stated in the above information. Also Gen 3 thermals, full stabilization, still has access to IRST, and so on…

That makes a lot of sense. Perhaps the earlier Mk.1 would be a better fit for 8.0-8.7. This mk.2 variant is a bit more difficult considering how “good” features it has while still being a mediocre anti-air. Perhaps with scouting and APFSDS it would be a fun versatile vehicle that isn’t too overpowered?
