Tornado IDS, where is the rest of its chaff?

When the Tornado IDS got released over a year ago, it was claimed that the devs are working on the 1000+ chaffs that the Tornado should get IRL. Why hasn’t it gotten them yet?

I would wager that they’re waiting for the implementation of separate controls for dropping flare and chaff.
