Top US aircraft do not mark targets and do not give them names, like for example on Soviet or European aircraft. Is this a bug or did they forget to add such a function for other aircraft?
This is called NCTR, if a vehicle doesn’t have it yet to have sources that indicate it did, please feel free to bug report it. This is not something all radars have, and you have to prove this specific system had it IRL.

Because it’s a feature only specific radars had, Gaijin has only given it to the radars that had NCTR in real life.

What does this mean? Other nations may get NCTR?
It just means that all (valid) reports for all the jets missing the function that they had IRL has been forwarded to devs. Then it’s up to the devs if/when they want to implement it to those aircraft.
They have NCTR irl, going off what you said this means they should have NCTR in-game

Be careful that some simply do not have this function.
