Already clarified that the PL12 paired with the meh radar doesn’t provide the average player with enough of an advantage to make the MKK definitively better when encountering them in battle, if you can’t dodge a PL12 and that becomes a deciding factor for you then that’s whatever.
These are my opinions but I’m far more informed than you are provided i’ve played both the MK2 and all chinese flankers equipped with PL-12s

idk about it being better than the majority of 13.7 planes in an ARB environment, it’s better than a good chunk but there’s a good chunk that would be roughly equal to a su30 premium after the missile changes
