Packs are generally expensive because the bonuses they get, the GE and premium account but maybe gaijin can sell packs with “vehicles only” meaning you don’t get any GE or premium account and you only get the vehicles and lowering price thus giving more options for buyers.

I think you’ve got it wrong. It’s the other way around.
Bonuses, GE, Premium etc. are added to justify the ridiculous overpricing.
