Autocannon shells were despawning past ~3km’s so M247 was irrelevant to helis with longer ranged ATGMs back then. The only way to counter helis was with SAM SPAA’s or spawning jets (that had no flares, against AIM-9L/Ms and R-60Ms lol).

Ive already covered this but the EN page for ROE hasnt really been updated since 2017. The russian one has, and removed mention of the non-SAL variants, suggesting the english webpage has some outdated info while the russian one is the up to date one, and the non-SAL variants have been dropped, or converted into their own munitions (in the case of the Groms). Its point 8 in the original post.

I agree with the second part of your second statement. They seem to move the goalpost for USSR but claim they can’t do certain munitions because ‘they’re too advance’.
My favourite part about this whole ordeal. They punished all IR AGMs when only USSR was the issue. There’s so many other ways they could’ve addressed this.
There are currently two exceptions: one for a plane they added because they were too lazy to add the F-2.
The other being the Yak-141, a plane which I think they just thought was too cool to pass up. That’s fine by me and by their current addition rules it probably counts anyway.
The Kh38MT is not like the F-16AJ at all. One is a copypaste of an existing plane, the other is a missile that never existed and is significantly better than its counterparts in other nations.
The key thing I think would be to actually implement Anti-Radiation Missiles, as they would take up stations, while not being useable against non-radiating targets (e.g. tanks), in exchange for reduced SP cost, as well as semi-automated handoff of targets to missiles simplifying acquisition.
this would permit higher performing SAM systems to be justified, or the introduction of shorter-range strategic class SAMs, or static Early Warning radars as AI infrastructure.
The other would be to implement more vehicles with cannons that have access to HE-VT, and better radars (e.g. Sgt.Stout) so incoming ordnance can be more reliably intercepted.
