The only cause is if they were never produced period.
Lack of evidence is not evidence of non-production sadly.
There has been evidence posted of the seeker and body at least separately.
What has not been shown: Evidence of cancellation, evidence of mass production.
Evidentiary we’re still in limbo.

While we haven’t found out either way, we did find out that the seeker heads of Kh-38MT and AASM IR are likely over-performing [real-life comparison term].
And I see a lot of posts still claiming things one way or the other without posting evidence as someone primarily in this topic to learn.

yes, because you can still safely launch from well outside of AA range and reasonably expect to kill anyone not currently moving and they dont have that much time to move before it gets into track range
They’d still call Kh-38MT OP, but neither would be better than AGM-65G for the purpose of ground battles at that point.

So basically, there’s still no evidence that it even exists beyond a mock-up.
As a mod has stated multiple times in this thread, proving that something DOESN’T exist is almost impossible no matter the subject or item.
All that matters is that there’s no proof of production, usage, issue to squadrons, or even having been mounted onto an aircraft’s pylons.
IMO that’s pretty cut and dry. Remove the fake munition from the game due to lack of any evidence of existence. (this is coming from an RU enjoyer btw). If evidence is found at a later date then re-implement it.
Fantasy vehicles or weapons do not belong in War Thunder.
