The IT-1s missile does not do dmg either with overpressure or with pen dmg half the time and it’s either server side is not registering the penetration or overpressure or the dmg calculator is ignoring it.
This is a bug with the damage model that from what I can see the devs are ignoring. See my report here Community Bug Reporting System
