One version go to the swedish tree with the swedish flag
And the other one in the German tree with the Norwegian flag
Why the norwegian flag? why not just a swedish flag? why not just use the standard export version in that case?
Also right now all norwegian and danish vehicles seem to go to sweden, i know nothing official but like- again, most vehicles from denmark and norway are going to sweden as sub-tree/premium vehicles

I am fairly certain that it will come to the German tech tree in some form and variant shortly after the Swedish one have been released, dont you worry about it. I would say the same thing if it were the opposite way around with Germany receiving it first. Its pretty common that one nation gets a system before the other but eventually they both get it (if both operate the system).
Not necessary to be an operator but we have every reason to have it in the German tree and gaijin give promise to add better aa like pantsir to every nation and Germany is the most played one and this specific aa has been shown in a dev post

Giraffe would be kinda shit tho as the lowest range missiles they can get is 12k which atm doesn’t fix the pansir having the longest range missiles… mostly just adds a ITO and Rak Side grade sadly
Yea but i would see it as a testbed for future additions to the game, for a short range missile it will still be one of the best in the game so i would believe that in the near future they will add medium - long range variants of it.
Maybe when 5th gen aircraft arrive late next year I think
