Vikhrs and Brimstones have equal range when fired from a subsonic platform. Brimstone 1s are basically just Hellfires.
Vikhrs is faster over said distances.
Vikhrs has Prox fuse making it much more reliable vs helis
Vikhrs doesnt have to deal with soviet ERA and therefore is much more reliable in killing a target.
The only advantage Brimstone 1s have currently is that they can be prefired on IOG, which just means you can delay lasing the target by about 2 seconds in something subsonic. But you cannot hit a target on IOG alone.

So the player has to know which ARM to take when vs each nation and make an educated guess which to use. So yes, harder to use, but not impossible to use.
It still gets 2x good kinematic ARM at 11.0 with 0 BR increase from that addition.

5x ALARM about equal 4x AGM-88 imo. (in terms of both speed and range. ALARM also has some tricky min ranges as well, so cant be used as a short range pop up attack weapon)
RET8 is 11.7 with 4x AGM-88.
RET8 also gets other notable buffs like MAWS, more flares, better engines, Better Tpod and better A2G weapons.
Tornado GR1 with 5x ALARM = Tornado RET8 with 4x AGM-88.
If that 5th ALARM is so unbeleivable OP though, then reduce count to 4.
But Tornado GR1 is being denied ANY ARM because it must be kept at 11.3. (For the record, we have no 11.0 or 11.3 ground vehicles, not one)
Su-39 and Su-17M4 are fine to get 2x good ARM at 11.0/11.3 without any influence on BR because… Genuinely no idea. In fact I dont think any aircraft other than the Tornado is getting a BR increase because they recieved ARM.

The KH-31 also has a poor seeker, JUST kh-31pd have good seeker
