Not really, the argument, at least as I read it, seems to have been any plane that has good flight performance and 6 IRCCM missiles is automatically going to 13.0. F-16A OCU is a plane that meets those criteria and didn’t automatically go to 13.0. It may be the exception to the rule, but the argument was there would be no exceptions, which as you say there now is.
So you’re going to hardcore advocate for this new F-16 to be 13.0, correct?
The F-16A of the same exact loadout is 13.0.
It’s clearly an oversight, maybe due to focusing too much on the Magic 2s and forgetting there are AIM-9Ms aboard.

Given that there is already an F-16 with 6 x AIM-9M and it is at 13.0, and in the same tree FWIW, I would say yes, the expectation was that it would be put at 13.0 being at least as good, and arguably better with 4 x Magic-II.

I agree it was a “mistake” I imagine there will be a differing opinions on how intentional it was though.
