I’d recommend checking “Firepower: A History of the American Heavy Tank” and “Patton: A History of the American Main Battle Tank”. They often cite OTCM decisions and sometimes paraphrase APG reports. You might not get the original doc, but you can get the data. Alternatively, you could contact The US Army Heritage & Education Center (USAHEC). They hold Ordnance Committee records and you can submit a reference request (they will pull specific pages if you’re precise). Happy hunting.
