You have a bad translator. Literally states it’s using the radar for future use and integration into the T4.
The IPA series of aircrafts are for development they use stuff normal Eurofighters don’t see German Eurofighters with irst or storm shadow or in this case have the radar mounted to develop it farther

All USSR tier 8 MBT’s have Relict in some form or another. when only a single round gets its anti ERA tip, the whole house crumbles. Most if not all top tier NATO rounds should have some type of anti ERA capability, because that is what they were designed to combat.
Meanwhile, Russia with the best of everything doing just as bad as Germany.
Russian win rates are trash unless they have completely absolutely broken vehicles to abuse.

More or less, yes. Because while it used to have the advantage of at least some armor, that’s gone now. What you’re left with is: poor gun depression, slow aiming speed, average reload time, a lack of survivability, and one of the worst-penetrating shells at its rank. The only ones worse off are the French Leclercs
Upd: I only noticed later that you were talking about Tier 8, but that doesn’t really change the situation. Only three tanks have Relikt armor on the upper glacis
Having slightly worst MBTs while having the best of everything else doesn’t really add up to having just as bad as wind rate as Germany though.
Just gonna link back to my own 3 ground suggestions for how to help Russian Top Tier win rates without breaking the game.
The T-90M2 has the T-14’s mobility, and the T-80UE-2 has Relikt armor. The T-80UA would be a useful vehicle to bridge between the T-80U and the T-80BVM.
