it does, T/220 is a ~gen 2 thermal TGP (at least going by a infographic I found)
I doubt the T220 is needed by the Ministry of Defense, since in modern conditions aircraft launch GLONASS bombs/missiles
It has an internal pod that lowers slightly out of the bottom of the fuselage (right behind the entrance to the cockpit) after it lowers it can be used normally. Although it has limits in capabilities.
I know, I mean no external pod with thermal, internal one lacks thermal

I don’t think so. In game Su 34 must have G limiter and no thermals, so Su 25 SM3 IMO is better against ground and NATO CAS is better in air
It’s already in OP and it’s still less effective than 4x Kh38 on Su25SM3 with thermals
The Su-34 also carries the Kh-38, in the picture you can see part of the Kh-38 missile

Can’t find any USSR top tier CAS on your acc (and any other, except for the German), you just don’t know what is Su 25 & 27
