They can use them from the get go? If so, i honestly not that opposed to the idea. (Russia can get HARM on the MiG-29 as well)
Unsure if they changed the actual seekerhead or anything like that, but technical compatibility should be good enough

speed at 48000ft is mach 3.5

i saw low alt launches that topped out at ~2.9
you aren’t mixing it with Kh-31PD? This one can reach 1100 m/s
only at altitude though right? thats still slightly fast
I don’t know for sure, ROE just says 1000-1100 m/s of top speed
