If that was the case. Why the Su-35 that were destined for Egypt are siting on airfield and not deliver to the VVS. From what you said they should be the same.

Currently Su-34 can achieve around Mach 1.98 at altitude (tested at 11000m, possibly higher at other altitudes), and around 1450 kph at sea level.
1- According to the Rosoboronexport (In 2025), which is the official arms-export organization of the Russian government, the Su-34E (which is the export designation of the Su-34) has a maximum speed of Mach 1.45 at altitude and a maximum speed of 1100 kph at sea level.
2- “United Aircraft Corporation” (UAC) which manufactures the aircraft, for Su-34E (which is the export designation of the Su-34) listed the aircraft performance specifications as “Classified” until around Jan 2023, and since around March 2023, it lists a maximum speed of Mach 1.5 at altitude and 1100 kph near the ground, both without external stores.

This makes it clear that the older 1900 / 1400 (alt / deck) figures are fake … Because if they were real and present in the publicly and internationally available 2005 Rosoboronexport Su-32 export brochure (as well as the 2012 photo of the placard of the domestic Su-34 aircraft), there would be no reason for UAC to say “sorry we can’t tell you, it’s classified” in Jan 2023 …
Later, since around March 2023, the UAC started giving the performance specifications (and no longer listed them as “Classified”), which are provided in source number 2.
5- Before someone argues that in the game we have the aircraft with the 135kN AL-31FM1 engines instead of the older 125kN engines:
5-A- Going from 125kN to 135kN does NOT make you go from 1100 kph max speed to 1400 (Old documents) or 1450 (in the game).
Drag is proportional to the velocity squared and a small increase in velocity requires a massive increase in thrust.
Going from 125kN engines to 135kN engines can explain an increase in speed of e.g. 1100 to 1125 or 1150, but not from 1100 to 1450 kph!
5-B- Even much older documents such as the 2005 Rosoboronexport Su-32 export brochure list the same 1900 / 1400 kph (alt / deck) figures for maximum speed. And back then the 135kN AL-31FM1 engines weren’t even a thing yet. And the brochure itself makes no mention of any such variant with increased thrust, when listing the AL-31 engine variants in the aeroengines section of the brochure …
So the 1900 / 1400 kph figures vs Mach 1.45 (From ROE) or 1.5 (From UAC) / 1100 kph figures aren’t a case of “worse/old engine vs better/new engine” but rather a case of old fake numbers vs newly declassified real numbers.
5-C- Of course since the Mach 1.45 (From ROE) or 1.5 (From UAC) at altitude and 1100 kph (From all three sources) on deck figure seems to be with the 125kN engines (as per UAC’s website), the devs could account for the increased thrust (to 135kN) of the better engines.
UAC’s website also lists a 2% reduction for installed thrust. So given that the drag is proportional to the velocity squared:
(135x98%) / (125x98%) = (V2/V1) ^ 2
V2/V1 ~= 1.03923
V2 = 1100 * 1.03923 ~= 1143 kph
So with the 135kN engines (instead of 125kN engines) the speed will increase from 1100 kph to 1143 kph (and NOT 1400 or 1450 kph!)
6- The absurdity of 1400 kph (Old documents) or 1450 kph (in the game) max speed @ ground/sea level for Su-34 is made even more clear by the fact that the much less draggy Su-30MK and Su-30MK2 have max speed of 1350 kph near ground level (according to UAC the manufacturer, and FSVTS the Russian Federal Service for Military-Technical Cooperation).
And even Su-35, which is even less draggy and more streamlined, and has improved engines with higher thrust, has a maximum speed of 1400 kph at sea/ground level (according to UAC the manufacturer, and FSVTS the Russian Federal Service for Military-Technical Cooperation).

So it’s obvious that the declassified 1100 kph figure given for the Su-34 by UAC (the manufacturer) since around March 2023, given that the aircraft is a lot more draggy than Su-35 and has weaker engines, actually makes sense.
