I don’t see any reason why not. All of the mechanics needed exist already in other ship types
pop up in the middle of enemy team and point blank some poor BB with a 12 inch would be hilarious

If the subs are implemented in a balanced manner, the I-400 would unironically be the most balanced way to have a playable carrier as it forces the sub to go on the offensive quite quickly due to the low number of planes and the ability to submerge acting as a survival method.
Most carriers would have to hang back due to the lack of armament to harm bluewater ships (although coastal is another matter).

Absolutely love HMS M1. Slightly impractical but for the memes in Warthunder that 12inch would be hilarious to use.
Surcouf only had 2x8inch guns.
And it would just be a Submarine with 1 scout aircraft. So it would work just like ships.
The one problem is that no matter how many aircraft you have, war thunder works on the concept of ‘if you can’t see the others externally, they don’t exist’.

For carriers, being able to comtrol flights of planes per attack run, like in the Battlestations games, would be awesome.
Could lead to some epic carrier on carrier battles.

The I-400’s planes could carry either a 800kg bomb or a torpedo. So there is some attack capability
It would just function as deployable scout aircraft. Since it wouldn’t involve aircraft carrier tactics.
Even with torps it’s just a scout aircraft but you drop a torp instead of 1 or 2 small bombs.
Surcouf was actually terrible submarine, it will get same treatment as Maus.
During her entire existence, she never fired a single shot in anger-neither guns nor torpedo tubes. Plagued with problems from the start, she rolled in heavy seas, sometimes far enough to spill acid from her batteries. She was slow to dive (two and a half minutes to 40 feet) and hard to control while submerged, with recurrent hydroplane and rudder problems. The aircraft could only be launched and recovered on the surface in a flat calm, and then it took 30 minutes. The turret leaked.
Im far more interested in sound seeking torpedoes (if we ever see them).
