Because they already bought a lot of weapons that rely on Russian avionics, they were 2nd world countries 40 years ago that bought MiGs and needed similar equipment to “modernize” their air forces. Of course we’re talking about countries like Tajikistan right now so I’m not sure what the point is anyways.
