If the SU-39 was to receive it’s historical loadout it would be a direct competitor and rival to the AV-8B+, both being capable of A2A and A2G respectively.
Why should we have this idea that subsonic vehicles should be restricted when it comes to their A2A arsenal whilst others are given the green light?
Furthermore the entire point of the SU-39 was to have a enhanced SU-25 with multirole capabilities and restricting its weapons load only makes it less distinct.

AV-8B+ can take 4x AMRAAM + 2x Aim-9M on a platform that can reasonably dogfight F-16s and Gripens.
Or it can swap some of that A2A power for A2G loadout.
Su-39 can take a max of 2x R-73s and 2x R-77, on a much slower platform and a platform that cant really turn fight much other than maybe a Torando.
AV-8B+ is miles ahead of the Su-39 in terms of A2A performance and taht doesnt change the fact the Su-39 with R-77s would be at a minimum 12.7, if not 13.0 as all other sub-sonics with ARH are located.
Im not saying it shouldnt on any historical grounds, but just making people aware, it wont stay at 11.7 if it gets R-77s as some people appear to beleive based upon this thread.
Im fully expecting the first Typhoon to have maybe a few unguided bombs if that. And even not, the only AGM they used is Brimstones… So… Bombs would be our only FnF weapon in the form of ePaveways

So there’s some shenanigans you can pull with the ACM targeting, and the agility problem would be lessened notable if they fixed the thrust vectoring of 77 to the point you likely could defend against the scarier threat.
All Russian/Soviet vehicles with the new HUD should also have HMS including the SU-39, the SU-39 with HMS and 4x R-73Es, 2x R-27ER1s and 2x RVV-AEs would be more than capable and on par with the AV-8B+.
I would like to make some comments as I am probably the biggest fan and researcher of the Su-39.
Giving 4 p-77s to him would be a mistake and too OP. I think the option of 2 on pylons instead of p-73 would be common sense (maybe consider adding p-73 on pylons for p-60)
2 P-77 + 2 P-60/P-73 is a logical 11.7 GRB, 12.3-12.7 ARB (I think it should be 0.3 below AV-8B Plus if only 2 p-77).
It doesn’t need a higher number as it will raise the BR too much
so ask to remove the aim 120 and 9m from the harriers as well because the su 39 and the av8 have the same peculiarity, they are both made to be multipurpose cas so much so that it was because of this versatility that the marines made their acquisition, leaving the av8 with 9l and the su 39 with your r60m then you will take away all its peculiarity from the aircraft and the fact of its existence
