I recently got SU-33 as my first fighter jet but its not helping me with reseach points is it because its a fleet vehicle ?
You can only research the entire tech-tree with a high tier premium.
Normal vehicles have 100% efficiency when researching 1 tier above and 1 below .
Premium vehicles have 100% efficiency when researching 1 tier above and all tiers under their own.

Not exactly true? You will get research points penalty.
Which slows down the already slow grind.
-60% minimum is a pretty strong reason not to go more than 1 rank in difference.
