No,the 27 is very mediocre compared to Gripen or F-16C or even F-15. Its huge missle bus with weird FM and very heavy.

Realistically,the radar can be used as a ground mapping radar. But even without it,i guess this thing can easily surpass the incoming F-15C MSIP for the simple fact the latter only has an APG-70 (we hope) and a “better” ALR-56C RWR, whilst having no advanced A2G options besides the GBU-8
