sort of both, “Actually used” has a much higher chance of getting implemented into the game if it’s not a weapon that is to modern for the game (Example; AIM-120 on the JA37C and METEOR on the JAS39C), weapons that weren’t used in service but can technically be used are up to developers choice for balance reasons but can still be added if the developers think it’s needed (Example; Spice bombs and Brimstones on JAS39E). But sometimes they go even outside of that (Example; the RB71 (DF) on JAS39A, the plane doesn’t even have a radar that can guide those missiles).
