Strela should be in brackets in German and USSR TT

Strela and Osa are of the same BR for realistic and simulator battles and they do not differ that much. Plus in Italian and UK TT they are in bracket.

Plus the requirement for research is different

Please fix this inconsistency

Germany should definitely have their Strela foldered since there are already four SPAA in Rank VII, but Russia only has three vehicles (with Italy and the UK having four, with the OSA and Strela being both subtree vehicles).
