No, they unfortunately are not. The Derbys were first made compatible with a singular testbed IAF F-16D-30 provided to Rafael to be used as a demonstrator sometime around. These are where the common F-16D Block 30 Barack I with derby images come from:
Please note these were demonstrators, not all IAF aircraft could use the Derby like these could. The demonstrator F-16D Block 30 Barack I provided to Rafael has since been identified as F-16D-30 No.055.
Around the 1990s at some point in time, the F-16C/D Block 30 & 40 aircraft were all made compatible with the newly acquired Aim-120B AMRAAM. These aircraft were made compatible with the AMRAAM before the Derby. And even then, they never used the Derby or AMRAAM in IAF service, as they were primarily used as strike aircraft as opposed to the F-15A/C in IAF service.
Now stay with me, following the Barack 2020 program which took place around the 2010s, all IAF F-16C/Ds were made compatible with the Derby and I-Derby if they weren’t already, among other upgrades.
For the sake of balance, I agree that the Derby should be on all Baracks ingame, as the ones without ARH pre-1990s upgrades would be hard to play without them given the absent Python 4s ingame.

Eh, I’ve got Japan and the UK just shy of top tier (I’ve got left F.3 & GR.4 for the uk, and the F-15J(M) for Japan to grab). I’ve been waiting for a SAAF Mirage (Cheetah when Gaijin?) or the Hal Tejas, but I guess I’ll have to grab a french mirage instead smh.
