Give aircraft at 13.0 and above stock chaff and remove the tier 1 research for chaff

Id make a slight change to this, and instead make it so that all Rank 8 & 9 aircraft get chaff stock and to leave the mod, but have it allow for CM configuration rather than unlocking chaff. So you would start with 50/50 or 60/40 flare/chaff split or something stock.

Anything is better than we have now. I’ll just continue to bring it up so it can be ignored just for posterity sake lol
