As long as a ship was laid down, there is enough basis for them to be added. As the Stalingrad wasn’t finished (I doubt they could, but that’s beside the point.), but was laid down, she can come to the game.

Naval plays to different rules with vehicle addition requirements than the other modes.

I have no problem with Stalingrad but iirc neither USA or the UK have project ships. Where Lion or G3?

RU/SU get just too much of these never finished projects. WIth questionable stats, doubtful if SU ever would have had the capabilities to really build these. If a nation gets a few sidegrades of cancelled project…ok…but a whole fleet out of nothing is iffy. Especially when these addidtions usually overshadow anything real existing.

For example, they’re removed Coelian. The cannon exists, the hull exist, the turret exists (but never equipped with the hull).

The requirements for ground vehicles and aircraft are different to those for vessels.

Has Gaijin ever considered revising the requirements for ground vehicles and aircraft? Or is that a “this will never happen” type of rule?

They did in the past but then removed the paper planes and tanks later on or plan to do so.

What are the paper planes/tanks left in the game?

The Ho-Ris, right? They already removed the R2Y2s earlier this year I think, and the German vehicles before that.

Yep Ho ris are left.

For ships the rule is different, because building a ship takes a ton of effort and time compared to a plane or tank prototype. And its generally quite cool to see partially built ships come to life this way IF gaijin properly balances the stuff.

Iirc the Devs rejected Montana as no specific ship part was made, nor was it layed down.

They likely rejected it, because it would be more powerful than the Yamato
