Why? It’s the “late”. And these are supposed to be the US’s 14.3 to match the Rafale and EF-2000, BOL is not a stretch in that regard in the slightest.

The difference is they made the argument US F-18s only did the testing for BOL integration for other countries and not to use them itself. And it’s not supposed to be the 14.3 Rafale equal.
US F-15s are the only BOL users.
The one they are adding is better anyways.
