Thats the point? Russia 1s doesnt need a ne top tier system. Buk/bukm1 could go to 10.7/11.0 depending how effective that 70 kg warhead is.
Pantsir s1 is still the second best spaa in the game they dont need bukm3 or any new stronger spaa.
