First off, we don’t know if Germany is getting a new jet or not.
If not, they could very well make the Mig-29 12.3 with R-73s alongside Soviets.

Technically, the Tornados all still have a placeholder flight model that is likely far far worse than it will be if/when they actually ever finish it. They could tweak their current “artificial” flight model to bring it closer to what it should be if/when they finish it, but they wont. We just have to wait.
