That is a no. The US planes also did not face the best air defence systems, not the best trained pilots usually and not the planes that were their equals with advantages and disadvantages on both sides.
Panther or Tiger facing Sherman is somethig else than them facing IS-2 or Pershing.
Also when F-15 got these ‘Stats’ you had superior aircraft, with the numerical advantage, with superior situational awareness for example by AWACS which also provided general coordination.
Believe me your comparison is not sound.

Even worse if im not mistaken It’s a early war Fubuki class which is cool but not meta. A post war Murasame or Akizuki (1950s) would be more meta.
