Gaijin is giving the USSR tree cold war vessels since the very beginning they are the balance factor because there are no heavy cruisers or battleships.
There are no heavy cruisers, that is true, however there are quite a number of battleships in game, with more to be added. As for the whole “Russia is underpowered” thing, no.

Normally, a vehicle in a major update would be seen for the first time on the Dev server, no matter what form it takes. Maybe Duplex will be implemented in the game in a different pattern than has been the norm…
