I’m gonna go a tad “devil’s advocate” here and state what else the US could get besides the F-15, in terms of higher-tier aircraft:
Early F/A-18A (doubtful, since we just got the F-14B in the Navy line, but still possible)
F-111F Aardvark (likely to go in bomber line after F-105D)
AV-8B or AV-8B (NA) (more on the likely side, in the attacker line after the A-7s)
A-6E SWIP (decently likely option, since it could introduce the AGM-65F and AGM-65E Mavericks)
There’s also filler stuff (anything below 11.3), but that’s an entirely different can of worms…

You can definitely kill an F-15 in a MiG-23 if you play your cards right, but the whole point is that the MiG-23 is meant to lose that fight.
