Compare them against other vehicles, then. The majority of what you fight at higher tiers are MBTs, so how well a vehicle fairs against them should be the baseline.

Puma has more armor and better pen lets not forget the Puma has roof armor its called igelpanzerung which helps against missiles.

ussr need some of the fighters like f16, and cn need better mbt and ifv. NATO need agm88 =)
USSR need Su-27 the good thing is you can give it to china too.
