So all you need is a AI nuke unit or “killsteak” AI and make it attack something using bombs in the attack action. No need to modifiy its weapons, modifications. Just a simple target, unitsetproperties and unitattacktarget action.
One unfortunate thing is ends the mission instantly.
Hmm, I was able to create nuke without mission ending.
Does it happen in user mission or in mission by URL?
This was a multiplayer custom mission I made thats “mission by URL” No effect action used. I know you can use the nuke effect action in singleplayer without it ending the game.

Then how did you create nuke that results in mission ending?
Use Custom Battles option to start Missions by URL where you can play any vehicle from your hangar and invite friends to play.
The AI which I made attack a unit dropped the nuke, which resulted in the custom mission ending. Like I said I didnt use the “unitplayeffect” or change any of its armament. Used the b-29_killstreak unit. I also did happen to have a random capture zone set. With no capture penalty and capture zone type.
