The explanation is simple, you are wrong, Kh-38MT can not fire at coordinates, it requires a point lock just like every other IR weapon in game.

KH-38MT cant be used as GPS guided, you are forced to get a IR lock. KH-38ML its the one used for GPS guidance.

You can’t fire Kh-38MT or any IR+GNSS on a map marker like a Laser+GNSS weapon.
The “range” is just how far it can fly. To hit an actual moving target you have to be much closer (for a tank, ships you can track from farther away) for the seeker to actually track.

USA has some of the most diverse CAS options out there. It has been that way for a while until other nations slowly caught up.
CAS having the biggest spawn cost isn’t an issue. You should try Ground Simulator Battles and play against CAS with no SP cost in a tank and see how “balanced” that is
The new Pantsir’s missiles are limited and are best used against aircraft. The other, slower missiles against ordnance. Just don’t fly straight and you’ll be fine

I don’t recall it ever having that function, however I was taking a break from the game when it was added, so if it was removed fairly quickly I may have missed it. But at the very least it has not been a thing for a long time.
