Should production/service vehicles get tech/armament they tested

Do you think production/in service vehicles should get the same exception as prototypes when it comes to tech/armament they tested and have proof/provisions of capability to use them even if they didn’t get them in service?

Yes, but at balance conditions and be added equally to all nations.
