They SHOULD be on sale in my opinion, but Gaijin does what Gaijin wants and for an unknown reason they are not included.

to have premium vehicles on sale. They are both good vehicles that can be fairly fun to play so why should they not be on sale? Especially when they are the only option if you want to grind these nations?
Unless gaijin wants people to pay fullprice because theres no other way to grind them faster.

Actually there are differences on the vehicle, one is for domestic use and another is por international buyers.

In-game performance? virtually identical, just bide your time and play until you get the tech tree version.

I did that grinding USSR tech tree, even owning a T-72AV (Turms-T) I did more with a few tech tree vehicles.
