Clearly they struggle against the premium spam at around the same 12.3-12.7 BR and need some help.

BR changes and balancing usually happens 3-4 times a year (at least historically), i think last one was in August so i’m guessing it shouldn’t be very long until the next one. You can leave feedback then and see what others say about any specific vehicle as well :)
I don’t think it’s any specific vehicle, 8.0+ is an over compressed mess, even the F-16 and MiG-29 should go up along with almost every plane around them, some more than others.
