I’ve tried to get support from Gaijin to fix the Packet Loss issue on the SA server for several days.
They keep asking me to run client-side connectivity tests, even when I mention I have no packet loss on EU / CIS / NA servers.
I was also told that no one else complained (sic).
They pretty well know what’s going on and limit resources in the region willingly.

If that wont help, please send ticket to support and follow their suggestions.
If you do not want to follow support requests, you can create new thread here, with valid info that will help other players to help you find the reason of your connection issues.
