They needed an upgrade, apaches were stuck with 1980s Hellfires with very bad in-game implementation, other nations had a little better or worse versions
Hellfires were AND ARE missing laser codes, trajectory swap, better varients, 114B/K don’t have proxy fuse, can’t be sent into smoke, used against air targets
You’ve started to get annoyed by the addition of a system that doesn’t allow you to see the Mi-28 for the entire duration of the Vikhr missile’s operation, so I suggest adding simpler missiles with inertial guidance instead of the Kh-39.
This is a realistic battles topic and Germany and friends have been living it up for a long time now. China’s winrates are above USSR in top-tier (remember to look at recent trends in statshark - not just all time historical, because USSR used to dominate everyone years ago) because it get gets passed around to other nations against USSR from time to time.
All of which will have had a tank spawned before them (unless you’re out there getting aces with helicopter rockets), so if tanks are not winning - helicopter and air are not winning. Hence, Mi28:

So to answer the topic: Top-tier is not broken in the sense OP wanted to make it out to be. People are rushing to USSR top-tier to grind the Buk out and then they’ll disperse back to Germany and co.
Vikhr’s should have to choose if they are fired with proxy fuse or impact, same as PF arty rounds now do (this should have been implemented then they when introduced, an still should be), but apart from being able to clean out a bunch of incoming SPAA missiles to hit the launcher (and thats only if you are shooting at the one shooting you and he is the only one shooting at you), I never really found them to be better or worse then Hellfires, or rather either can be better depending on the situation. Given that PARS has been in the game for a hair over 6 years and SPIKE ER for about 2, both USSR and USA where due for a new F&F heli missile, especially with the new SPAAs.
Despite the extra grind for USA the new missiles seem fairly on par… and you do get twice as many on USA.

Nobody shoots at a tank and then switches to a helicopter midlaunch or the other way around.
At least it’s rare.
