You should enable the CIS and EU servers along with the NA to be fair on the CIS server yesterday morning there was 243 people qued in top tier russia

Thus isn’t something new… I was playing only on EU and the amount of players on russia top tier (151) was bigger then on orher nations together ( it was about 40 players summed)
If people feel like this is unfair, and unplayable currently, go play a lower BR so you don’t have to deal with this till it’s re-balanced, or play a different game till it’s fixed. if there is a drop in players at that BR, which increases the que times, perhaps it will get addressed faster.

That said, nothing indicates Pantsir was so OP as you like to portray it to be.
And yes, Pantsir alongside other SACLOS AAs is pretty useless against semi-decent pilots.

Well I’ve done enough games at top tier now since the update to come to the conclusion that top tier is borderline unplayable for non-Russians. You legit can’t do anything. T series just rush to the best spots on the map, lolpen you while having disproportionate post-pen survivability and black hole ERA, then you get absolutely annihilated by a Ka-50 seconds after you respawn. I’m a CAS advocate but the Russian domination at this tier is sending me back to my German WW2 lineup just to try and squeeze some fun back out of GRB.
