RTX 3070 DX12 and experiencing momentary stuttering and FPS drops

Hello, I have an RTX 3070 GPU, everything is up-to-date, my processor is a 10600k, and my graphics card temperatures in games average between 65 and 68 degrees Celsius, so I don’t have any temperature issues. All my settings are at maximum except for ground quality, I’m using TA, SMAA 4x is selected, Anisotropy 16x is selected, and I’m getting between 90 and 100 FPS, sometimes exceeding 100, sometimes dropping to around 80. However, recently, especially in aerial combat, I’ve started experiencing momentary stuttering and FPS drops. My FPS, which usually hovers between 90 and 100, suddenly drops to 10-20, then recovers. This happens along with a drop in GPU usage; the GPU usage also drops significantly to around 5%, but this is temporary and causes stuttering in the game. I have no idea why this is happening, but I significantly improved it by disabling the Anisotropy setting. However, now I have this problem, and another friend of mine has a 3060… I have a 12GB GPU, its processor is a high-end 5700x3d (if I remember correctly), and in DX12, even with all settings not at the highest but around medium, I get between 150 and 200 FPS with DLSS off. I don’t remember if RTX is on, but when I select DX12, with RTX off, regardless of whether the other settings are high or medium, I get significantly lower FPS, not exceeding 40, 50, or 60 FPS, and that’s with RTX off. When I turn on TAA, it drops to 3 or 5 FPS, and in this state, GPU usage is at 100%. Is there a solution to these problems I’m experiencing, or has anyone else experienced the same thing? I’m starting to suspect the graphics card, but I don’t experience these or similar problems in other games. I only experience a choppy, dashed line effect following the mouse cursor in Elite Dangerous when I alt-tab and open the Chrome window, but that problem only happens in Elite Dangerous. Another friend said he experienced the same problem in War Thunder. His graphics card is a 5070ti, and he has a much more up-to-date system, so is there anyone who can help or offer any ideas?
